The CDC reported that in 2009 that male-to-male sex (MSM) accounted for 61% of all new HIV infections in the U.S. and that those who had a history of recreational drug injection accounted for an additional 3% of new infections. The CDC (2015) reported that gay and bisexual men accounted for 82% (26,375 out of 1,242,000 adults and adolescents) of HIV diagnoses among males and 67% of all diagnoses in the United States, while six percent (2,392) of HIV diagnoses were attributed to injection drug use (IDU) and another 3% (1,202) to male-to-male sexual contact plus IDU. HIV diagnoses among African American gay and bisexual men aged 13 to 24 increased 87% between 2005 and 2014, but with diagnoses declining 2% between 2010 and 2014.
A 2010 study estimated that for every 100,000 MSM, 692 will be diagnosed with HIV. This makes MSM 60 times more likely to contract the virus than other men and 54 times more likely than women.

DENVER, (KDVR) — In what’s being called an “unprecedented” event, a surge of unemployment applications caused the Colorado Department of Labor and Employment server to crash Tuesday.
According to a spokesperson, the department had 6,800 unemployment applications by 10 a.m.
“Even during the Great Recession, we didn’t see this surge of applicants in such a short period of time,” said Cher Haavind. “It’s unprecedented.”
For comparison, Haavind says last Monday, the department received about 400 claims.

Gov. Jared Polis’ administration is trying to remove the obstacles that are keeping tens of thousands of Coloradans from getting unemployment benefits amid a widespread economic shutdown.
A new executive order expected as soon as this afternoon will:
Extend the maximum duration of unemployment benefits from 26 weeks to 39 weeks for each person. It’s unclear whether this will apply to people who are already receiving unemployment payments.
Waive the requirement that people continue searching for work while collecting benefits.
Eliminate the one-week “waiting period” for people to start accruing benefits.
The state also is trying to speed up payments in response to the coronavirus outbreak. It typically takes four to six weeks for people to receive benefits. A new approach could slash that to 10 days.

These changes won’t solve the biggest problem for many, though.
They can’t use the state’s unemployment website. Dozens of people have told CPR News that they have encountered glitches, outages and other problems with the digital service. There is no alternative to the website.
Some people are “absolutely getting through and registering,” Polis said on Friday, but he acknowledged that others aren’t. He encouraged people to try at off-hours, including late nights and early mornings.
“Everybody who wants to register for UI will be able to,” he said. “… We’re working rapidly on increasing the number of simultaneous transactions that can occur.”
The delays are the result of a staggering crush of unemployment.
For comparison, at the height of the financial crisis in 2008, the state received about 8,000 unemployment claims per week. That many people have applied on individual days this week.
And the surge arrived with shocking suddenness as Gov. Jared Polis ordered closures of ski resorts, restaurants, hair salons and venues to slow the spread of the coronavirus.
“It’s not like we had three months, three weeks to prepare for this. It happened literally over a five day period,” Barela said. The labor department is hiring staff to answer phones and process claims, and tech workers are trying to fix the IT systems.
“It’s not like we had three month to prepare for this.” No. You’ve had years and years and years. This virus is a ho-hum snore variety sickness that so far tends to knock off the old, the gay and the Asian. We’ve been one step away from a general panic of this nature for some time; I would say that it is long overdue.
In our comfort and complacency we have found immense time for the trivialities of life. This reached its peak in the argument over “trans rights” and whether there were 57 or 58 genders. Societies only have time for this sort of nonsense when times are good and the shelves at the shops are always full. When people have to start worrying over whether they’ll be lucky enough to score some eggs then the frivolous intellectual fashions of the time disappear faster than toilet rolls at a colitis seminar.
So back to the girls. This is their first real collective crisis in their lifetimes. Up to now they went all in on the, ‘girls need a man like a fish needs a bicycle’ mantra. Because they were able to. It was true up until the point when it wasn’t true anymore. That happened a few days’ ago. But Coronavirus is also new territory, where the military itself is vulnerable and the disaster scenarios being contemplated — including the possibility of widespread domestic violence as a result of food shortages — are forcing planners to look at what are called “extraordinary circumstances”.

According to new documents and interviews with military experts, the various plans – codenamed Octagon, Freejack and Zodiac – are the underground laws to ensure government continuity. They are so secret that under these extraordinary plans, “devolution” could circumvent the normal Constitutional provisions for government succession, and military commanders could be placed in control around America.

In July 2016, Barack Obama signed the classified Presidential Policy Directive 40 on “National Continuity Policy,” establishing “essential functions” that government agencies were tasked to protect and retain. At the highest level were the National Essential Functions, those that posit “the continued functioning” of government under the Constitution. In order to preserve Constitutional rule, agencies were ordered to have not just a line of succession but also one of “devolution,” a duplicate chain of individuals secreted outside Washington available in a catastrophic emergency. Federal Continuity Directive 1, issued just days before Donald Trump became president, says that devolution has to establish “procedures to transfer statutory authority and responsibilities” to this secondary designated staff to sustain essential functions.
“Devolution may be temporary, or may endure for an extended period,” the directive states. And it further directs that the devolution staff be located at “a geographically dispersed location unaffected by the incident.” Except that in the case of coronavirus, there may be no such location. This places the plans for the extraordinary into completely uncharted territory, planners not just considering how devolution or martial law might work in a nationwide disaster but also how those earmarked to implement these very plans have to be sequestered and made ready, even while they are equally vulnerable.
NORTHCOM stresses in almost everything it produces for public consumption that it operates only in “support” of civil authorities, in response to state requests for assistance or with the consent of local authorities. Legally, the command says, the use of federal military forces in law enforcement can only take place if those forces are used to suppress “insurrection, domestic violence, unlawful combination, or conspiracy.” A second test also has to be met, that such disturbances “hinders the execution of the laws of that State, and of the United States within the State,” that is, that the public is deprived of its legal and constitutional protections. Local civil authorities must be “unable, fail, or refuse” to protect the civilian population for military forces to be called in, Pentagon directives make clear.

Coronavirus may be spreading throughout California, but at least the cannabis industry there isn’t going up in smoke.
A “safer at home” emergency order issued by the city Thursday night lists “cannabis dispensaries with a medicinal cannabis license” as being among the “essential” businesses that are permitted to keep their doors open during the outbreak.
“This Order is based upon scientific evidence and best practices, as currently known and available, to protect members of the public from avoidable risk of serious illness and death resulting from the spread of COVID-19, as well as to protect the healthcare system from a surge of cases into its emergency rooms and hospitals,” it reads.
“The entities subject to this Order that are not required to close may otherwise remain open for business and perform essential functions and operations during the duration of this Order,” it adds.
The City of Los Angeles’ coronavirus FAQ webpage offers a slightly different wording, saying “Cannabis dispensaries, or any related and/or ancillary healthcare services” are exempt from the closures.

The state of California is about to go under a “shelter in place” order announced on Thursday by Governor Gavin Newsom.
The Governor calls the situation “fluid” and says the order is necessary now because of new projections that show how many people might be infected.
He calls this an “open-ended” order and says he will not put a time frame on how long it could last. He says the next eight weeks are critical for controlling the spread of the virus.
The Governor says more than half of all Californians could, eventually, be infected with the Coronavirus. He says 56% of people living in the state will get it, which would be more than 20-million people.

The Governor announced that the state has purchased a hospital in Northern California and will soon announce a second such purchase, this one in Southern California. He also says the state is trying to arrange dorm rooms and colleges and hotel rooms to help house victims if needed.
First: If 56% of the people in your quarantine zone get a disease that means your quarantine didn’t work.
Second: The state bought a hospital? It bought an existing hospital? A hospital that was already there? It didn’t create a new hospital? It bought a hospital? The government of California has money laying around to BUY A FUCKING HOSPITAL? Good thing there are no people who lost their jobs because of the quarantine which will result in 56% of people getting infected that are going to need unemployment compensation.

The Northern California shelter-in-place order applied to San Francisco and a wide swath of the Bay Area.

The San Francisco order looks to be a model for other American cities. Any shelter-in-place order in New York City would be similar to San Francisco’s, De Blasio said Wednesday.
“Some people interpreted it as like closing the bridges or closing the border, you know, this kind of thing. That’s not what I meant. I meant a model that is all about only doing what’s essential and staying home, otherwise, not doing a lot of the optional things that people are still doing in New York City,” de Blasio said. “It is not as draconian, I think, as some people may have started to assume.”
