When I was in the military we had a saying about civilians. “They’re all out of uniform and no one knows who is in command.” Can’t much say that about them any more. I can only report on what I see here in the People’s Republic of Fort Collins in the Soviet Sector of Colorado and the SITREP is that the civilians here are well on their way to being in uniform.
