Corollary hypothesis:
Mo-sodd knew what John Walker was up to. Walker may have approached them before or at the same time he did the Soviets. If Mo-sodd didn’t know who Walker was, they knew the quality of the info he compromised. They didn’t want sensitive information collected by the Liberty going to the Soviets, thus to Egypt/Syria/et al. Two birds with one false flag.
